The PIPES Portal is used to request inspections online. In order to obtain access your company must be registered.

• If your company is not currently registered, a company principal must fill out the Access Authorization Request and Administrator Registration on your company letterhead and submit to the main office at 5857 E. Flamingo Rd, Las Vegas, NV 89122. Please review the PIPES Portal Terms of Use Portal agreement.

• If your company is already registered, contact your company's designated administrator to create your account and grant you access to the PIPES Portal.

After plan approval, it is the Developer/General Contractors responsibility to schedule a preconstruction meeting at least 1 (one) week prior to pipeline inspections. The Developer, General Contractor, and Contractors must attend and bring a set of approved plans. The meeting is held at the Clark County Water Reclamation District office located at 5857 E. Flamingo Road. Come prepared to discuss Project and Jobsite conditions and requirements. Fill out the Contractor Information Form and bring it with you to this meeting. Preconstruction meetings should be scheduled by the Class A Contractor via email to inspection@cleanwaterteam.com.

Once your preconstruction meeting is complete and you are approved to start inspections you will be required to schedule inspections using the PIPES Portal. Inspection requests must be submitted prior to 2pm for inspection the following day. Overtime inspections must be called in to 702-668-8205 prior to 2pm for same-day inspections.

Manhole elevations are required to be verified for proper elevations by a Nevada Licensed Surveyor. The inverts must be shot and recorded on the Manhole Base Survey Data Form. This form shall be digitally signed per the instructions found in the Resources link below and emailed to inspection@cleanwaterteam.com.

Upon completion of the project, a final inspection may be scheduled using the PIPES Portal. An inspection will be performed to verify items such as marker balls, "S" scribes, permanent patches, asphalt, etc. have been completed. The District starts the record drawing process upon final acceptance.

A final fixture inspection can be requested when the project is ready for the final plumbing inspection after all fixtures have been installed. To request a fixture inspection, email fixtureinspection@cleanwaterteam.com and provide the building permit number.

All Certifications of Occupancy clearances can be requested utilizing the Clearance Request Form, after the following conditions have been met:

• For Single Family Residential (SFR):
  • Upon approval of civil improvement plans, and
  • Upon approval of final sewer inspection.


• For Multi-Family Residential (MFR) and Commercial:
  • Upon approval of civil improvement plans,
  • Upon approval of bond release,
  • Upon approval of final fixture inspection.


• Other special Certificate of Occupancy clearances for model homes prior to final clearance may be obtained by discussion of requirements during the preconstruction meeting at the start of each project.

Properly fill out Clearance Request Form and email to inspection@cleanwaterteam.com.

The bond release inspection may be scheduled using the PIPES Portal after final construction acceptance and the Clark County Public Works pre-final inspection has been performed. Bond release requests may be made by submitting a Bond Release Form. Bond release requests will be processed after the bond release inspection has been completed, and the District has finished the record drawings.
