During the plan review process, the PIPES Portal is used to request point of connections and to submit, retrieve, and check status of plan reviews. To gain access, your company must be registered.

• If your company is not currently registered, a company principal must fill out the Access Authorization Request and Administrator Registration on your company letterhead,and submit digitally signed PDF via email to DevelopmentServices@cleanwaterteam.com or original wet signature document can be mailed to: 5857 E. Flamingo Road, Las Vegas, NV 89122. View the PIPES Portal Terms of Use agreement.

• If your company is already registered, contact your company's designated administrator to create your account and grant you access to the PIPES Portal.

All new civil plans must identify their point of connection (POC) when submitting civil improvement plans to District Development Services. This step will advance the civil plans review process, ensure capacity in the public collection system, and present location alternatives for service connection.

For a POC request to the public sewer system, a Nevada Licensed Professional Engineer must submit their request using the PIPES Portal. The following information will be required:

• Description of project
  • For Example: 200 Room Hotel, or 100 lot Single Family Residential, or 10,000 sf convenience store.
  • Do not use project title, cross streets, or special characters (&,!,#, etc.) in the description
• Parcel Number(s) (APN)
• Equivalent Residential Units (ERU) of sewer demand
• Average wastewater flow rates in million gallons per day (MGD)
• Developer Name
• Site Plan showing square footage of building(s) and/or number of residential lots.

With this information, the location of the developer's parcel(s) will be mapped and downstream capacity will be evaluated using software modeling, sewer televising video, and in-flow metering. A POC exhibit will be provided through the PIPES.

POC revisions and renewals can only be submitted via the PIPES Portal. NOT via email.

Please note: The civil plan review process will begin only after a POC response has been issued and a valid POC Tracking Number is provided with the plan submittal. This step will help reduce civil plan review times and, more importantly, ensure the proper location is established for the project to connect to the public collection system.

A Nevada Licensed Professional Engineer is responsible for submitting a complete and accurate civil plan set for review and approval. Civil improvement plans will be rejected at the first submittal if the POC tracking number does not match the project or if the POC tracking number is missing.

Requests to review civil improvement plan are to be submitted via the PIPES Portal. The following items are required with the plan submittal:

• A complete digital set of 24" x 36" civil improvement plans by the engineer of record. Only PDF files will be allowed to be uploaded to into PIPES. The PDF file must be created directly from the CAD software; civil improvement plans that have been printed and scanned as a PDF will not be accepted.

• All electronic plan submittals must have an electronic signature and stamp by the licensee on each sheet per the guidelines set by the Nevada Board of Professional Engineers & Land Surveyors.

• All PIPES Portal submissions will need to be digitally signed per the instructions found on our website.

• Manhole (MH) Survey Forms digitally signed by the responsible Professional Land Surveyor, if applicable, are required when:

  • One (1) MH Survey Data Form is required when connecting to an existing MH (with or without using existing stub).
  • Two (2) MH Survey Data Forms are required when pouring a new Cast-in-Place MH on an existing sewer line; one for the upstream MH and one for the downstream MH.
  • If the Proposed “By Others” MH cannot be surveyed because it has not yet been constructed, please upload a PDF that states this and one (1) MH Survey Data Form will be required before the Pre-Construction meeting.

   

• If the civil plans submitted proposes public manholes, a Civil3D Pipe Network Export (HTML file) is required. See further instructions.

  The POC tracking number that was provided by the District (in STEP 2: POINT OF CONNECTION)

• A signed copy of the Main Line Extension Refund Application, if applicable.

• All additional paperwork requiring original, wet signatures (Easements, Oversize Agreements, Interlocal Agreements, Final Maps, etc.) must be submitted as hard copies to the Development Services counter at 5857 East Flamingo Road.

You can see the status of your plans in the PIPES Portal. Once your plans have been reviewed, you will receive notification that your reviewed plans are available for download for thirty (30) calendar days. This notification will include the Plan Review Check Sheet. Allow fifteen (15) business days all first submittals and ten (10) business days for subsequent submittals.

Civil Improvement Plans

Once you have been directed to submit your plans for signature, submit the final plans electronically through the PIPES Portal. The plans must be digitally signed by the Engineer of Record, see instructions.

Allow five (5) business days for review. You will be notified via e-mail once your plans have been approved and can be downloaded from the PIPES Portal. A plan approval letter will be emailed separately to the Developer and the Engineer.

• The plan approval letter must be submitted with the final plan submittal sets to approving agencies. The CCWRD signature block on the final plan submittal set must also have the reviewer's name and approval date added where CCWRD would normally wet-sign.

• Approving agencies may request a PDF version of the CCWRD-approved plan set at planreview@cleanwaterteam.com

Final Maps

Final maps are required to be submitted at the beginning of a project, if they are available. The District must have a copy of the recorded final map prior to scheduling of the final inspection.

Other Submittals

Once your plans have been approved by Development Services, if you are required to have a grease interceptor or sand/oil interceptor, your next step is to get sign off from Pretreatment. Once Pretreatment has signed off on your plan, you will provide one set of your approved plans to Customer Service that includes plumbing so the SDA fee quote may be calculated.

Formal revisions to civil improvement plans will be accepted if the project has not been finalized by the District and the bond is active.

Through the PIPES Portal, submit revised drawings with a signed Civil Plan Revision Certification that includes a description of the changes to the approved plans. The revised drawings are:

• To have revision numbering which is sequential per plan set, not per sheet. Numbering is as assigned by the engineer of record and maintained by the primary permitting agency.
• To include an accurate description of the changes in the revision grid on each sheet.The description and all affected sheets are to be identified in the Civil Plan Revision Certification.
• To be digitally signed (see instructions) by the revising engineer per NAC 625 and State of Nevada's "The Blue Book", 2014 Edition. If the revising engineer is not the engineer of record, submit a letter of permission from the original stamping engineer per NRS 625.
• To be made electronically on a copy of the current approved plans sheet(s). The changes are to be legible, reflected in red, and clouded with the appropriate revision number.
• To include a review copy of the amended final map and/or easement legal description with its accompanying exhibit if there are any impacts to the final map, as reviewed by the District, or previously dedicated easements.

Upon acceptance of the proposed redlined revision by the District, the engineer will submit revised drawing(s) electronically through the PIPES portal. The plans must be digitally signed by the Engineer of record (see instructions). The revised drawings for approval are to match the accepted revision submittal, except for red will become black.

Inspections may be on hold until the revision is approved (signed) by the District.

In cases where a proposed revision is extensive or not part of the original scope of work, the engineer is to meet with the District prior to a formal submittal. The District will determine if a revision is applicable.

If the revision involves on-site work, the engineer is responsible to submit the revision to the permitting agency's Building Department.

A revision approval letter will be emailed separately to the Developer and the Engineer.

The revision letter must be submitted with the final plan submittal sets to approving agencies. The CCWRD signature block on the final plan submittal must have the reviewer's name and approval date added where CCWRD would normally wet-sign.

Approving agencies may request a PDF version of the CCWRD-approved plan set at planreview@cleanwaterteam.com
